Hello all,
A special election has been called to fill additional vacancies on the U4C. The call to candidates phase is open now through July 19, 2024 [1].
The Universal Code of Conduct Coordinating Committee (U4C) is a global group dedicated to providing an equitable and consistent implementation of the UCoC. Community members are invited to submit their applications for the U4C. For more information and the responsibilities of the U4C, please review the U4C Charter [2].
In this special election, according to chapter 2 of the U4C charter [3], there are 9 seats available on the U4C: '''four''' community-at-large seats and '''five''' regional seats to ensure the U4C represents the diversity of the movement. Additionally, no more than two members of the U4C can be elected from the same home wiki [4]. Therefore, candidates must not have English Wikipedia, German Wikipedia, or Italian Wikipedia as their home wiki.

If you meet the minimum requirements (See the detailed requirementshttps://meta.wikimedia.org/wiki/Universal_Code_of_Conduct/Coordinating_Committee/Election/2024_Special_Election#Call_for_Candidates), then you are eligible to run. But please note that "Successful candidates so far have had more than 5000 edits (across all projects) and hold adminship (or other advanced permissions) on a project."
According to the U4C Charterhttps://meta.wikimedia.org/wiki/Universal_Code_of_Conduct/Coordinating_Committee/Charter#1.4._Conflict_of_Interest, "Individual voting members [...] cannot be employed as staff or contractors by the Wikimedia Foundation or Foundation-affiliated organizations nor may they be members of the Wikimedia Foundation Board of Trustees."

I believe the core issue is understanding why the positions haven't been filled (more than half places).
It's not simply about filling the committee; it’s crucial to fill it with individuals who are capable and effective.
For such a significant body to whom the community must have trust, maintaining restrictions based on geographical and linguistic criteria, for instance, EVEN DURING THE SECOND ROUND of selections, poses a real risk.
It could lead to filling positions with individuals who might only be physically present without contributing a genuine diversity of opinions.

On one of the earlier iterations (I think it was a group to establish UCoC, for which there were no cross-project elections) I expressed my interest and got a e-mail back that I was not selected because I do not have enough experience. I am administrator on four projects, also crat on two of them, and I have some ArbCom experience (and I speak five languages). Now I am not really surprised by this kind of things anymore, but I got enough demotivation to keep clear of this activity for the rest of my life.

So, like I said--a complete joke. Anyone should be able to run, and anyone should be able to vote for someone in an at-large election. Anything else is a farce.

I agree with Ilario that this kind of well intended efforts may end up in useless or even nocive tokenism, and would support the removal of these restrictions and allow for the available positions being filled up with capable Wikimedists which are not there merely because "diversity".
