I believe the core issue is understanding why the positions haven't been filled (more than half places).
It's not simply about filling the committee; it’s crucial to fill it with individuals who are capable and effective.
For such a significant body to whom the community must have trust, maintaining restrictions based on geographical and linguistic criteria, for instance, EVEN DURING THE SECOND ROUND of selections, poses a real risk.
It could lead to filling positions with individuals who might only be physically present without contributing a genuine diversity of opinions.

According to the U4C Charter, "Individual voting members [...] cannot be employed as staff or contractors by the Wikimedia Foundation or Foundation-affiliated organizations nor may they be members of the Wikimedia Foundation Board of Trustees."
