If you meet the minimum requirements (See the detailed requirements), then you are eligible to run. But please note that "Successful candidates so far have had more than 5000 edits (across all projects) and hold adminship (or other advanced permissions) on a project." 

According to the U4C Charter, "Individual voting members [...] cannot be employed as staff or contractors by the Wikimedia Foundation or Foundation-affiliated organizations nor may they be members of the Wikimedia Foundation Board of Trustees."

The Universal Code of Conduct Coordinating Committee (U4C) is a global group dedicated to providing an equitable and consistent implementation of the UCoC.
