How can we resolve a scenario where a photo was uploaded using the regular Wikimedia Common to upload a photo instead of the designated links for the contest?

We have an opposite problem, sort of. The situation with monuments in Slovenia is complicated and inevitably some people are uploading ineligible photos (luckily, only a minority). Is it enough to just remove the templates and categories, with notifying the uploaders of course? The data in the Campaign namespace will still remain, no?

Hi Jernej, We also have a complicated situation in Ukraine, so what we are doing is: * fixing description (removing monument ID, adding correct name and address and appropriate categories) * keeping the Wiki Loves Monuments template (this was still uploaded during WLM, and we still want to see this unsuccessful uploader in the list of WLM participants) * adding a category like https://commons.wikimedia.org/wiki/Category:Obviously_ineligible_submissions.... All photos in this category are not submitted to the jury (you can use, say, Petscan to exclude)
So far this worked for us.

Hi all,
If uploaders inform you that they have uploaded it through the generic upload wizard, this can be fixed by adding the WLM template (that automatically adds the contest categories), and in most countries also the monument identifier template. It would also be good to think about the subject categories, so that the images can be found. (But please do *not* add the contest categories manually, the *Category:Images from Wiki Loves Monuments 2019* and *Category:Images from Wiki Loves Monuments 2019 in Xyz*, they only should be added by the template.)
If uploaders upload images of ineligible subjects, removing the WLM template and (in most countries) the monument identifier template is sufficient. Then a photo no longer participates in the photo contest. (At images uploaded through the upload campaigns there is also a campaign category added, that is a category just for me to be able to track down if everything is going well, and enables me to fix something quickly if something is broken/etc. If this category is left on the file page or not does not matter usually.)
To make sure eligible images participate, and ineligible ones do not, the best moment to do this is before the jury starts their work in your country/area.

For Uganda you're missing the upload link in the table at https://commons.m.wikimedia.org/wiki/Commons:Wiki_Loves_Monuments_2019/Parti...
Maybe people are visiting that page, don't see the link and just upload the usual way? You should ask the international organizers to add the campaign link to the table.
Having pre-filled upload links in the monuments list also helps.

Dear all,
we came across an interesting issue. Apparently, the Slovene campain attracted an author whose freely licensed pictures were transferred from Flickr almost a year ago by a long-time user. Naturally, I'd like to keep the new pictures which were uploaded in good faith, so that the author wouldn't be offended by deletions, and that the campaign results would be better. You think that Commons admins could be persuaded to delete the older instances instead?

Based on what you describe, this is a complex issue indeed, and an unfortunate intersection of circumstances. I don't think there is a perfect solution.
I don't see a good reasoning to accept the new image unless somehow you can argue that the newer version is better because of either metadata or resolution. You could also check if they have a slightly different angle/version that they maybe did not yet upload to Flickr. These are all imperfect solutions though.
You could discuss among yourselves whether to accept these submissions anyway in the national competition; you have some leeway there - but I should warn you that most likely these images would not be accepted as 'new' in the international competition. The international jury has to stick to their rules, I'm afraid, and I think the definition is pretty clear here, however unfortunate this is for the photographer.
I'm sorry that I don't have a better solution.

The user in question (User:Sporti) found that the criteria for speedy deletion on Commons may offer a solution here:
https://commons.wikimedia.org/wiki/Commons:Criteria_for_speedy_deletion#F8 "The generally accepted rule is to delete the newer duplicate, but that may not always be the case, such as when comparing between a user uploaded file, and a bot uploaded file.
Do you think that this exception could be reconstituted with the international competition rules? If not, eligibility in the national competition may be a good compromise; although, I see now that the pictures in question have already been deleted, and it will require some effort to have them restored.

If the new image is exactly the same as the one we had, it makes sense to delete one, yes. And usually you would remove the last one to be uploaded. For instance some people may be using of the images with the old name. We could delete them but place a redirect to the other copy, that seems a good compromise. Or even merge both copies at the old name, so the uploader appears in the history.
