For Uganda you're missing the upload link in the table at https://commons.m.wikimedia.org/wiki/Commons:Wiki_Loves_Monuments_2019/Participating_countries

Maybe people are visiting that page, don't see the link and just upload the usual way? You should ask the international organizers to add the campaign link to the table. 

Having pre-filled upload links in the monuments list also helps.
