Some contributors are socks, but even excluding them, I believe that the activities of contributors to this project meet the general criteria. I'm not against the approval, but random sampling finds quite a few pages that are actually empty or very short. It has only headings or no content, only categories.

In my opinion, they need to supplement the content before the wiki is created.

Not as far as I know, searching Angika in my archives only had some hits from ~2011. I believe Satdeep can help with this though.

I would like to suggest the approval of the Angika Wikipedia (anpwiki) [1].
They have had stable activity all year [2], and the most used messages are almost fully translated [3] (only 6 missing messages, but that can be done in a few minutes).
