The proposer says: "This wiki only has 5 pages in the mainspace:

This clearly fulfilles the criterion of "Absence of content since the
wiki's
creation", in my opinion. Additionally the request has been open since November 2012. Most commentator support a closure, with the notable exception of one Amharic user who misunderstood the proposal as
"removing
the possibility of Amharic Wikiquote" and argued that the project would
need
more time. He has however also not become active.
Therefore, I propose MOVE TO INCUBATOR.

This was proposed in the wake of a very long discussion about the
usefulness
of Wikinews here:

Some people searched for an inactive Wikinews to propose it for closure, with the argumentation that Wikinews needs to have a certain activity standard to be useful (Even if "no activity is cited not as a reason to close a project - a dead wikinews project happens to be a different
reason.
As stated by many users for many times, wikinews has a unique problem
among
wikimedia-projects. The content in the wiki gets less valuable the more
time
has passed. Wikinews does not produce the kind of quality which passes
the
test of time). In response, some supporters of Wikinews started
translating
some articles from the English Wikinews to Norwegian. Jon Harald said
they
were bad machine translations - maybe you can clarify?
I do however not know to what extent these translations still go on
today.
It seems like the last recent activity was on June 10
(https://no.wikinews.org/w/index.php?title=Spesial:Siste_endringer&days=3 0&from=&limit=500).
While this is not exactly brilliant, the project certainly has no
absence of
content, and from past experience of moving the even larger inactive Wikinewses in Dutch and Hungarian back to Incubator, I have seen that
the import process will be long and annoying
activity restart is of course much more likely, and better visible on
the
own subdomain.
Therefore, I propose to KEEP.

Closure was proposed for inactivity; apart for the fact that the
proposer
unfortunately did not reply to any further inquiries (such as whether he thought content should be moved to Incubator, etc. - he seems to have thought of a deletion initally?), we all know that "inactivity alone is
no
valid reason for closure". The project can also not be called of having absence of content.
What is more, there is some recent activity https://xh.wikipedia.org/wiki/Special:RecentChanges (maybe also sparked
by
the closure proposal). So, I propose to KEEP.
