As far as I understand, current policy is to discourage communities
from having separate wikipedias for different scripts of the same language.
However, I'd be happy to see Konkani-Latin and Konkani-Kannada on the
incubator. A decision can then ensue whether these projects then become
subpages of the Konkani-Devanagri wikipedia (for example like Suebian,
Allemannic etc on the Southwestern Germanic dialect wikipedia), or whether
WMF makes an exception in allowing separate wiki spaces for those three
scripts. Such a later decision, imho, does not prevent a live wikipedia for
the Devanagri script at this point in time.
