I don't think the Iban project has any unified body of users like the recently hatched dtp Wikipedia has. It would be more sustainable for the Malaysian Wikimedia Users Group to contact educational institutions in Sarawak to form a group of contributors like the Kadazandusun Wikipedia's Kalab Wiki Kent.
Currently it seems that there is only one Iban speaker (that I know of) that regularly contributes to the incubator: Song GK.
However there is precedence to approving a Wikipedia even though there's limited community involvement. There was an approved indigenous Taiwanese Wikipedia that I couldn't remember the name of that got approved despite having only one active editor. Since Iban is not threatened in any way, I think the project should be approved ASAP, since the formation of an officially-sanctioned group of users can be swiftly done later.

I would like to propose the approval of the Wikipedia in Iban [1]. The activity level is good, with recent activity from at least four users in the previous four months (with even more sporadic users) [2]. The localization is also good, with the most important messages having been translated [3].
Since this is the first Wikipedia in this language, we need verification; I have already written to an Iban language expert to ask for verification.
