I don't think we have a strict written procedure. When I do it, I usually forward an email from the expert to the private Language committee mailing list.

Dear all, i didn't find any guidelines how exactly "expert approval" is handled.
So I just asked a linguist colleague at Universitas Indonesia. Sri Munawarah is a native speaker of Madurese, and she confirmed that the wiki is indeed written in Madurese. She would not vouch for the correctness of every expression because she said her Madurese had become rusty but overall it is indubitably proper Madurese. She was delighted to know that there is a community of people putting energy into this language.
