It has LOTS of pages in the Multilingual Wikisource, and recently, they
were recategorized.

Dear Language Committee members,
On behalf of the Wikimedia CEE Hub, I am approaching you regarding the
situation related to the Montenegrin Wikipedia incubator project and the
possibility of this project being marked as ineligible (based on your
assessment of Montenegrin language).
CEE Hub was approached by Montenegrin community members who are upset by
the development of the situation. They feel disappointed and left out.
I would like to kindly ask you to consider taking additional steps before
coming to any final conclusions. The language topic is a sensitive one in
the Balkans and it should not be taken lightly. Further engagement and
conversation on this topic with the Montenegrin community (no matter what
the final decision will be) would be in accordance with the standards of
our Movement Strategy.
We are all in this WM movement together, striving to ensure inclusion,
welcoming and safe environment therefor I am once again kindly asking you
to engage with our volunteers and Montenegrin community: communicate with
them clearly, hear them out, organize meetings where they can also talk to
you and hear you.
CEE Hub can support this engagement with the community or help in other
ways if you want. No matter what the final decision will be, let’s make
sure that all the right and just steps were taken.

There's this old, contentious discussion:

I somehow thought that it's already marked as ineligible, but it isn't. I'd
say that it should be marked as such. I've allowed localization in that
language on translatewiki, similarly to en-gb, de-ch, etc., but it doesn't
seem distinct enough for a whole Wikipedia.
Does anyone disagree? If not, I'll be bold and mark it as ineligible in a
week.

could be approved. What do you think? Translation of the most-used messages
has recently been completed. Activity is continuous since October 2022.
NB: This would need verification of the content, as no Wikipedia already
exists.

I recommend approving the Fante Wikipedia (code "fat").

The activity is good, and the localization is complete.
I've been trying to find an expert, which was surprisingly difficult. I
found a teacher on academia.edu, who responded to me as a message on that
site that it's indeed Fante, except some spelling errors. It's hard to copy
messages from that site, but I hope you trust me :)
If anyone wants to check with another expert, I won't object, but I think
that's enough.
