Hoi, There is no ISO-639-3 code for Romanesco. Unless there is some recognition by a Standard that Romanesco exists, it will be a tough to get to the stage of the Incubator. At this time there is no request in Meta and consequently Romanesco is not even considered.
NB the language committee gives permission to start a project on the Incubator. Thanks, GerardM
