There are a number of things I would recommend.

First of all, I would recommend looking for other Wikipedians who speak Illocano, and asking them to express support on the `requests for new languages` page.

Second of all, I recommend that you create a test-wikipedia, at http://meta.wikimedia.org/wiki/test-wp/ilo/

Hopefully, Illocano will become the 5th Philippines language Wikipedia!
