So maybe we could open a Wikimedia Paypal account in several

Electronic transfer to a US Paypal account would be uneconomical due

high bank fees.

I'm perfectly willing to do that, if that's the right thing to do, but my reading of the Paypal website doesn't suggest that I really need to do it. Is there something that I'm not understanding?
It has nothing to do with Paypal's policies.
Tranferring money through Paypal from Europe to US or vice versa is easy and in my view Paypal's fee is reasonable compared to international money orders/bank transfers.
My point was this: this only works for people who have a Paypal account already or are willing to open an account just for this transaction. Both groups are still small in Europe, as far as I can tell.
However a money transfer to any national bank account is free and a one minute job, if and only if no borders are crossed (and cheaper and easier within EU boundaries than outside). This is why I suggested to have a local Paypal account in some countries.
Transferring money directly from Europe to the US Paypal account is something most people will have no idea how to it in the first place and some bank will charge a big fee before the money reaches Paypal. In fact it would not make much sense to upload it to Paypal at all.
I checked one major bank they charge $10 for a money transfer outside Europe, which would make someone think twice before donating say $20.
To summarize: local bank transaction to upload money to national Paypal account, Paypal to ship money over the ocean. Maybe Germany would be a good starter for a second Paypal account, lots of German wikipedians to give it a go, then we can try if a bank transfer from say the Netherlands to Germany is affordable (new EU rules will make it cheaper) and easy to do.

I guess it's that last part I didn't get. A "local Paypal account in some countries". Did you mean to just say a "local bank account in some countries"? That makes sense to me, given everything else that you've said.
Maybe you're not quite understanding all about paypal. I think I can easily have local bank accounts all over the world and then link them to Paypal for transfers.
But anyhow, the main question is how hard it is for me to open a bank account in Europe. There are no legal or tax barriers for me to do so, let's assume, at least not on my end of the ocean. So, can someone find a reputable bank for me with an English explanation of how to get an account? Or something like that...

Is paypal charging for transactions, or is it free since wikimedia is a non-profit? If they are taking a cut of donations, I would like to suggest we use another service which is made specifically for non-profits that doesn't take a cut of donations, and is free of charge.

The credit card company takes a cut of _all_ credit card transactions. I don't know exactly how much PayPal takes, but I have understood things right it is about 2-3%. You are probably not going to find a very much cheaper way to charge a credit card.
If you live in the US and want to give a considerable amount you probably want to send a check.

And we could have a side benefit of having a bit of friendly competition between PayPal accounts. ;)
Starting with Germany is a good idea; we can then move down the line based on the size of each Wikipedia version and place the PayPal account in the primary nation most users/readers of that language live in. PayPal accounts in Australia and the UK would also be good ideas. But we can add more as time goes on.
