Sure, but even a couple of new users are appreciated.
As for the logos - perhaps most of the challengers are concerned
because it goes against their own POV, and when their own POV is
included as well, they are silenced. However this is hardly NPOV.
anyhow, I personally think that, POV or not, it is harmless and
basically a non-issue until there are large organisations accusing
fr.wikipedia of worshipping Satan or something rediculous like that
because of this.

Local association = Wikimedia France
To create an association, a minimum of interested people must be willing
to make a group and work together.
There is not really a big enough group to work on the occitan wikipedia,
let alone to create and maintain a legal structure.

As for alternative logos, the french wikipedia has been using them from
time to time all along 2004.
Though a few people complain sometimes, it is generally accepted, and in
majority supported.
The main argument against is that it could be a challenge to NPOV.
This argument fades as long as we may propose logos for various events
(for example, various religious big events).

wait, what do you mean by "new local
associations"? If you mean
regional Wikipedia groups in France and elsewhere in the
French-speaking world...

languages spoken along with French in parts of the Francophonie (I'm
not sure what else I should add to the list)
Many smaller Wikipedias have a problem with awareness, and those
capable of editing them may be editing a different Wikipedia in
complete ignorance of their existance.
