I think Ilya, that you should wait until you know more of the basics before asking to be sysop. One step at a time. First know the people, where to ask things depending on topics (the pump, the tech list, the main list, the en list), where to find things by yourself, discover how things are usually handled...

only then, you can see where you want to help. And you can finally ask again and receive a positive answer I think.

As for your above question, I am sorry, but I do not really understand what you mean
