I am a bureaucrat in Bengali wikipedia. We need to change the spelling of our Wikipedia namespace, from উইকিপেডিয়া to উইকিপিডিয়া. I am a bit confused as to who should be able to do this. I've posted this message at meta wiki, a week ago, but haven't got a reply yet. Messages to several developers were also not replied (I might have posted to wrong contact pages).
Anyway, I'd appreciate if someone can explain the proper procedure to me.

The site opens in finnish, just make yourself a user and choose your own language. From here you can develop both the text localization for your wiki AND namespace localization. To get realtime help use the IRC channel #mediawiki-i18n @ freenode.
Be always aware that changing a namespace on the run may result in a number of broken links, if you had used your "fallback language" during development and this language happens to be "not english".

Most of the language files can be fiddled with at betawiki, as well as locally on the wikis.(Betawikis is nice, since the changes there will eventually be integrated into the MediaWiki software and used in every wiki in your language that uses the MediaWiki software. Changing the actual name of the namespace, however, can only be done by developers.
The recommended way, as I understand it, is to first have a discussion on your wiki to reach a decision and then file a request to have the namespace renamed at Mediazilla http://bugzilla.wikimedia.org/ You can also join one of the IRC-channels with tech folks in it and ask to have it done, but you should be able to show a concensus on your wiki first.

simply add an english translation of the vital passage(s) to the same page. when this happens to me as a steward, i usually ask people to translate and the passage i need to understand into english at that very page, so it becomes a bilingual passage. this always works well :-)

I have another question regard to Thai Wikipedia. Severl months ago, all the namespaces were changed from English language to Thai language. But it seems that "Wikipedia" namespace was forgotten. Do I need to re-discuss about this again or just make a request to the developer directly? Thank you for any response.
