Hoi, The Wallisian langauge (ISO-639-3 wls) http://www.ethnologue.com/show_language.asp?code=wls is spoken according to Ethnologue by some 9617 people. The procedure is first of all to propose the new (wikipedia) project on Meta http://meta.wikimedia.org/wiki/Requests_for_new_languages .
Really relevant is the requirement to have people who speak the language natively as part of the initial group of people who are interested to work on the new project.

Once you build a certain number of pages, a "real" Wikipedia will be created for you.

Well Mark, You know VERY well, that the procedure at META is very much part of the process. The suggestion that all it takes is to produce an arbitrary number of articles and a new Wikipedia will be created is patently false. Thanks, GerardM

I am confident, and you should be as well, that any natural language, especially one such as Wallisian where there are no possible conflicts (such as there is between Upper Silesian/Polish or Murcian/Spanish), will quickly get overwhelming support if there already exists a substantial test-wiki when the request is posed.
Really, if we are seeking to create viable Wikipedias, it makes more sense to direct people initially to create test-wikis, and then to craft proposals once they have developed them a little.
That way, there is little debate, and most decisions are likely to be more definitive.
Besides, if I told a developer "Here is a request for a Wikipedia in Wallisian. No request has been crafted, but it has a test Wikipedia with 500 good articles, and here are the Ethnologue and Wikipedia articles which show its status as the main language of Uvea Island", I'm guessing they would create it on their own judgment.
The requests process on Meta really has nothing to do with building a successful Wikipedia. It's really paperwork and bureaucratic red-tape. If you are requesting a potentially controversial Wikipedia, that is one thing, and it may be best to craft a request first, but if you are requesting a Wikipedia that will probably not be controversial, such as Shan or Hiligaynon or Li or Yucatec or Wallisian, it is quite another and it will probably be best in the long run to begin building the site first, and when it is ready to move, craft the request.
