It's just a few parlementarians saying something on a forum discussion, it's a long way from there to this actually existing, if ever. Also, even though Creative Commons was prominently mentioned, the Dutch version of the article makes me believe that "public domain" here was meant as "available to the public" rather than "free of copyright" (or copyleft). Which means that a website with extensive possibilities of free downloading would also address their concerns.
Nevertheless, if I hear more of this, I will try to make that known.
