Does this look useful? Is it something of practical use to you? (Not "is it something you wish other people would read?" Though that's useful too, I suppose. But half the point is that telling people stuff doesn't work.)

I remember reading this essay before, it's a good one. My opinion however is that we should not create process wihout removing (or somehow downgrading the importance of) some other process. This could be done by merging policies/guidelines into eachother. It is (IMO) the best way to counter instruction creep. -- Michael Billington
