Is there any particular reason that the Wikipedia logo is flipped here? I can understand the rest of it, but I don't see why the graphics on the page should be shifted away from normal.

You mean, why the text is to the right of the globe? Or why the globe is flipped?
The flipped globe is an oversight. The text to the right of the globe (rather than under it) is on purpose, as this is the logical order for Mongolian. Globe first, text second.
Similarly, if you had a before-and-after ad in Arabic, the before picture goes on the right, rather than the left because in Arabic this is "logical order".
