Asmar uploaded a photocopy of a letter in Arabic with the heading "Al-`ahrab", with what I at firt was a date, but as it says "Almand 50, 1355", it can't be a date on any calendar I'm aware of. It is a list with five numbered items, but as I don't know Arabic, I have no idea what they are.
If someone uploads something in Arabic to Wikipedia, what, besides delete it, should I do?

Don't delete it.
The upload area is shared by all the Wikipedias, not just the English-language one; this could very well be an entirely reasonable example or illustration for the Arabic wiki.

It's still at http://www.wikipedia.com/upload/jj.jpg (I've been repeatedly hitting reload on the upload page and getting timeouts). Does it look like an example or illustration for an encyclopedia? Not to me. It looks to me more like an Arab is using our website as a dead drop.

Note another number at the bottom that looks like a Gregorian year: 1937, which is equivalent for part of the year to 1355 in the Islamic calendar.
However, I also cannot read Arabic (nor other languages written in arabic script), so can't much help to figure out what it is.

Doubtful. The Arabic wiki is not what I'd call very active: http://ar.wikipedia.com/wiki.cgi?action=rc&days=90
