My apologies if this is redundant, I don't follow this mailing list.
As of the moment of my typing, addresses of the form:
http://www.wikipedia.org/wiki/Foo
give a 404 error. Since every link in ths system is of this form, that means things are broken. :-(
However, address of the form
http://www.wikipedia.org/wiki.cgi?Foo
work.
Has there been a recent httpd rules change ?
Thanks, -- Pat
http://www.wikipedia.com/wiki/Perfect_number seems to work fine for me.
http://www.wikipedia.org/wiki.cgi?Perfect_number also seems to work fine for me.
So for pages that already exist, the rewriting seems to be fine.
Your particular example is interesting, because there is not literally a page called "Foo". For this, I get different results for the two, and I don't know off the top of my head why that should be. But you're write, it is something anomolous with the mod_rewrite rules.

This works: http://www.wikipedia.com/wiki/Foo
I don't know why .org would not work, but then I'm not sure why anyone would be visiting wikipedia.org anyway.
