Eeek! No, almost certainly they aren't!
On the English Wikipedia, read [[Wikipedia:Copyrights]]. The section on
celebrity images probably is out of date ... it implies that
with-permission images are fine, but we're actually trying to get rid of
those.
But basically, "Images and photographs, like written works, are subject to
copyright. Someone owns them unless they have been explicitly placed in the
public domain. Images on the internet need to be licensed directly from the
copyright holder or someone able to license on their behalf. In some cases,
fair use guidelines may allow a photograph to be used."
"Fair use" is a tricky one and is best avoided unless you think you really
understand it. However, an official celebrity publicity photo would almost
certainly count as fair use, and be fine *if* a properly free-content photo
isn't available.
