I hereby suggest that "Cologne Blue" becomes the standard skin. New software, new server - a new standard skin comes natural ;)
My only reservation is that the standard skin works correctly for more people, while some old browsers or small screens may have problems with Cologne Blue (larger sidebar, etc.) Also, "standard" skin leaves most of the visuals at their defaults, which is good for people who have set their browser defaults the way they like ("Nostalgia" is even better in that regard).
Yes, it's pretty. But I think for an encyclopedia, accessible is more important than pretty. But I'm willing to be convinced if others all think Cologne Blue is the way to go.

This bit:
#article, #article td, #article th, #article p { font-family: Verdana, Arial, sans-serif; font-size: 10pt;
is very bad for a default skin.
On my screen, Cologne Blue is showing 25 words to the line in the window size which I use for most web browsing. That's far too many, as any professional designer will know.
I don't have Internet Explorer here, but doesn't setting the font size in points prevent users of that browser changing the font size even if they wanted to?
