I hate to resurrect an old topic, but frankly it does irritate me that the server time and home page date is set to US Pacific. I really think that UTC/GMT would be a far more neutral choice, as it is the accepted worldwide "base time zone", and could never be controversial.
I always reset my preferences to accommodate Sydney time (presently 19 hours ahead of USPST) anyway, but having an American time zone implies an American bias, which an international resource like the Wikipedia shouldn't have. Even CNN uses GMT for all of it's non-US broadcasts.

It occurs to me that there isn't any particular reason why we should have the date on the home page. Some people enjoy updating it, though, so it may do no harm. :-)
As for the American bias, well, none is intended of course. I personally live in USPST, that's how it happened in the first place. :-) The server time needs to be on USPST for my sanity, however the recent changes page could default to UTC/GMT I suppose.

Easy soultion: The PHP script has variables for the date that are updated each time the page is viewed. I can set it to EST as default, and for logged-in users, it can show their local time, according to the time difference they choose.
