My proposal is this: for the articles related to a software application, would be great to create a template for the data that is common for all languages like version number, date of the lauch of the last version, kind of license, etc..
My question: in what category should i add this proposal?

This is not a new software feature, just a new template. You can create it yourself. But there are already several such templates. Just look at some article about software, such as http://en.wikipedia.org/wiki/Adobe_Acrobat
It uses the template
{{Infobox software | name = Adobe Acrobat | latest release version = 9.2 | latest release date = {{release date and age|2009|10|13}} | license = Adobe [[EULA]] ... }}
Similar templates exist in many language versions of Wikipedia.
