This looks exactly as it should to me.
Jimbo, try to look for other "versions" like "Larry_Sanger", "Larry_Sanger1", "Larry Sanger1" etc., as these might interfere with the "real Larry" ;)
Otherwise, I don't see a reason why it shouldn't work.

I am logging into my Larry_Sanger account. Rather, I am automatically logged into that account, and even when I log out, and then log in using "Larry Sanger" instead of "Larry_Sanger", when I go to any other page other than the login page, I am shown logged in as Larry_Sanger and when I'm logged in that way I don't have sysop rights.
So the point is, when I try to log in one way, I have rights, and when I try to log in another way, I don't.
Maybe what you could do is just change the user_name with user_rights=is_sysop to 'Larry_Sanger' from 'Larry Sanger'.

But this is still odd -- I can log in as either Larry_Sanger or Larry Sanger, and both work fine, as far as I can tell. So whatever problem you are having with Larry Sanger is still a mystery.
I guess the problem comes from the fact that there *are* two or them, with "Larry_Sanger" being the internal, "secure" form of "Larry Sanger". My advice would be to manually remove "Larry_Sanger" from the database. That should not affect the user page or other user-related functions.
