I am not a member of the language subcommittee, so take this message with that in mind please, but there are two big reasons your request is likely to be denied according to the Language Proposal Policy:

"2. The language must have a valid ISO-639 1–3 code."
Bel-x-lat is not an ISO-639 code; there is, as far as I am aware, only one code for Belarusian. (before you ask, be-x-old is an interim solution and not intended to be permanent as far as I know).
"3. The language must be sufficiently unique that it could not coexist on a more general wiki. In most cases, this excludes regional dialects and different written forms of the same language."
As far as I am aware, Lacinka is just a "different written form" of Belarusian as found in be.wp.
