Is there buried somewhere a kind of special page that lists articles not edited for a long time (say 4 months) and additionally being short articles ? If not, would it be helpful to create such page ?

I had such a thing planned; there's even a "neglected pages" source file in the code, I just never got around to putting the code into it.
