I think we need a separate mailing list for the Wikimedia foundation. These organizational issues really have little to do with the day to day workings and policies of Wikipedia. This would also be a place to discuss possible new projects for the foundation.
I suggest the name foundation-l@wikimedia.org instead of wikimedia-l to avoid typos.
This would have to be set up by Brion or Jason. Alternatively, I can set up a new forum at http://boards.wikimedia.org.

This is the first I read about the forums at http://boards.wikimedia.org
The seem to be used by the English Wikipedia for Mediation en Arbitration. That is fine (= I do not care about it).
But please do not use forums like that for global, important stuff. Use a mailing list.
It may look an good idea to create an new special list for this. But the reality proves that topic specific lists are not very successful.

That's because we have no rules for making announcements, nor a staff of volunteers who has pledged to do so.
The foundation-l list is necessary because wikipedia-l is clearly the wrong place to discuss 1) Wikimedia organization issues, 2) possible new projects and other tasks for the foundation.
On the other hand, I'm strongly in favor of merging intlwiki-l into wikipedia-l.

We tried to discuss mediation by mailing lists, that is not very practical either.
