Could my right to block and deblock people be removed without removing the possibility to use sysop rollback?

I don't see why this is nessecary. Other people ask for the same sort of thing.
But unless you have some sort of psychological disorder where you can't control your actions at all, you should be able to just not block and unblock people without a technical measure.

This has something to do with an unlucky recent event on the Dutch Wikipedia, Mark. Ask André himself if you'd like to know more about it. But I think it is solved now, more or less.

That isn't relevant to what I said - if he no longer wants to be a sysop on nl.wikipedia, he no longer wants to be a sysop, but if he wants to retain some features of a sysop... you can't have your cake and eat it, too. Well, in this case you can (as Angela said), but I still think such cases like this are silly. Why can't people just not use the features they don't want?
Also, I don't know if this is a universal rule, but on en: you may not ban yourself. If you violate this rule, you are punished severely by... being _unbanned_! lol.

Not in the current version of MediaWiki, but you can duplicate the behaviour of the sysop rollback by adding something like http://wikicities.com/wiki/User:Eloquence/monobook.js in your monobook.js page.
