Hmm, that's a bug. :)
The database stores two pieces of information on the user who made an
edit: user_name is the login name (or for an anonymous user, the IP
address) and user_id is the internal index number of the user account
(or for an anonymous user, 0).
The conversion script marks the converted page with the user_name
"Conversion script" and user_id 0. It looks like the bit that checks
whether to put up a "block this IP" link just checks for user_id=0.
