I think the biggest reason that an Amis version was not created the night before last was that no native speakers had put their names forward in support of it.
My suggestion is that you add a request to http://meta.wikimedia.org/wiki/Requests_for_new_languages, and encourage all the Amis speakers you know to add their support on that page.
Also, there should be a decision about what subdomain to use. ami: is indeed an ISO 639-3 code, but it is as of yet unclear whether or not Wikimedia accepts ISO 639-_3_, so alternate proposals (such as amis:, i-ami:, etc) should probably also be included.
If you get enough support, you might also try setting up an Amis test-wikipedia or test-wiktionary on Meta.
