The time to set things clear. Yes. That is an option.

The decision for the (initial) categories should be made by all

Deleting is for test purposes at the moment. No problem turning it off.
But I think there are two things quite different that
could be set with your proposition. Better management
of lists and filtering. These are conceptually very
different.
They are. All I propose is to use the same technical system for making
them possible.
A future sifter system (which will come, I have no doubt) will be based
on the wikipedia software, and it will have categories and filters as a
standard, that I have no doubt. How we use it at wikipedia (completely,
not at all, filters but no categories etc.) is another decision.
