On the contrary I'd argue that the extra layer of bureaucracy for
dealing with offensive user-names means that such users are more
likely to be disregarded than blocked.
Of course if you do pursue it to the final round you can roll your
eyes at the (very imaginative) explanations given by those who
frequent user-name RFCs:
