Marcos, what information are you talking about? Did I gave any contrary information? Based
on the language proposal policy, there are basic requirement that must be met to request a
new language Wikipedia and one of the requirements is that the proposal must have
sufficient number of native speakers of the language to form a viable community and
audience. On this note, it is important to seek for editors who are willing to help in
building such community and one of the places you can find such editors is the
"Village pump".

Not sure where Olatunde's information comes from, but there is a process to
request a Wikipedia in a new language.
Be advised that if you are not a native speaker and you're the only
contributor, your chances of approval are slim to none. I recommend you
find native speakers and gather a group of people who will contribute to
the project together. You may start a test Wikipedia on the incubator,
So now can I create (myself) the Wikipedia? Or what I
have to do ?
And as Western Yugur has no official writing, can I propose a Turkic based
latin script ?

I'm a native turkish speaker so it's not exceptionally hard for me to
learn this language. Right know I'n studying it.
