I think the bigger problem is all the crap images that are never used.
(Especially on the commons). If you won't provide full and complete
metadata and add it to the proper page, you shouldn't upload it.

There's no evidence of what percentage of these uploaders would be
willing to provide a confirmed email address if required to do so.
There are many editors who entered an email address ages ago before
confirmation was required, and now do not have a confirmed email
address because of this. Despite sitenotices, most have probably not
gone and fixed the problem, since there's been no pressing personal
need to do so.
