Perhaps we should put a link to that unlock command on the edit lock page. We can say "Hey, please wait about a minute and try resubmitting, but if that doesn't work, click on the link below to clear the edit lock, which will take about a minute."
Does that make some sense as a short-term measure?

If the lock is stuck, it will take about 1 minute and then return a message about a "forced" unlock.
Eventually I will probably make the locks self-clearing, or possibly check the time of the lock and remove ones that are too old.
