I have update list of pages with many interwiki links but NOT to a
certain language.

These might constitute some kind of 'missing pages' for these
Wikipedias, or just pages that are not linked to.
The lists are based on English Wikipedia interwiki count (German
Wikipedia interwiki count for English).
In Russian Wikipedia we have special project about similar list
