Tom, there are not three lists. There are two: the list of language links,
such as appear on every page (shown both at top and bottom of the page,
just like "edit" and "other versions" etc); and the redundant list
that IS
NOT NECESSARY that has been stuck into the body text of the main page.
The only reason this second list still exists is that some people think
the regular language link list is too long if we include all languages,
and therefore have butchered the list to just a few "approved"
"major"
languages. The redundant list is thus the only recourse for other
languages to get a link on the main page.
The problem; the ONLY problem here, is that the list of language links
gets very long when more than about a half-dozen languages are listed. If
anyone can suggest a better way of handling this, that would be much more
useless than droning "there are 3 lists! its too many! there are 3 lists!
its too many! there are 3 lists! its too many!" over and over like a
broken record.
I look forward to your constructive suggestions with bated breath.
