Whatever is written on the image description page on the Commons needs to be
trancluded to the image description page on whatever wiki the image is being
used on.
Obviously internationalized templates, as mentioned previously, will
solve some of this problem. However, some of this translation needs
to be done by humans: there will be text specific to the page, such as
"photo taken by Bob".
A suggestion: whoever first uses an image on a given wikipedia should
be responsible for translating its Commons page on his or her
language-specific wikipedia.
Now, this has the problem that the person using the image in a page
may not be able to understand or translate the Commons text (which
would presumably be in English or some other widely-recognized
language). I'm not sure what the best solution is to that.
It would be nice to have a Special: page on each Mediawiki
installation which indexes all image pages for Commons images
presently in use on that wiki. Then interested people could simply
police that list and make sure the Commons text has been translated.
