If in the end he is indeed found to be a burden to the Hungarian Wikipédia project (as opposed to being a burden to only a few volunteers who might or might not raise their voice about it), I am inclined to ask: whom else could we give sysop powers that is often around, is responsible, and knows what and when to do?
