While it is clearly not a feature, IMHO it is not really a bug either.
If we can solve this by including the commons description page
automatically on the wikipedia image description page, great. For me (as
someone who *does* upload images on the commons), it would fully suffice
to make the commons notice more prominent.
User on wikipedia: "Hey, great image! And clickable..." - click - "Oh,
no description. Wait, it says there's description and copyright stuff
under that link!" - click - "Ah, there we go!"
If someone made it as far as the article in the first place, is it
really such a stretch to assume (s)he'd be able to do the above?
