I think it's obvious. Writing an encypclopedia
provides more
satisfaction, is better suitable for the wiki-style
(more edits), and
Wikipedia is far more famous.

Actually this is something we don't have to worry
about.
If some Tetum speakers show up and ask for an
encyclopedia and their request meets the requirements,
we'll create a Wikipedia. If they ask for a
dictionary, they'll be granted a Wiktionary. If they
ask for both, they'll get both.
But as long as they don't come and ask for anything in
Tetum, we won't start anything in Tetum.
