You can do that on any Wiktionary. I think active projects such as the
English Wiktionary would be quite grateful for such contributions.
If you are only going to include a few example words that's probably the
best way to proceed. A Tetum Wiktionary would be directed to a public
that already speaks the language.
That said, I probably shouldn't be talking because
I've always thought
splitting Wiktionary into several-language projects was the dumbest
thing Wikimedia ever did.
Without going into detail, I think we'll continue to differ on that
point. :-)
