Alexander: the tool supports two rounds: filtering and rating. In the filtering round, where you can simply mark an image as 'yes'/'no' (usually done by 1–2 people from the core team), and a rating round, where the judges can rate each image from 1 to 5 (typically you'd want to leave ~300 images for this round). What we do is then have a 3rd round where we ask judges to pick the top 10 out of the top 30 top-rated images and rank them from 1 to 10. This is also the method used by the international jury last year, using this tool. Currently I don't have it set up anywhere, if this sounds good to you let me know and I'll make a copy so you can test it. In fact it's a good idea if anyone who is thinking of using this tool say so now :) last time it saw wide usage was in 2012, and since then issues might've popped up that need addressing so it would be good if I had as much time as possible to address them.

It's time to think about it because the list of the national winners must be ready for the end of October to be eligible for national contest.
The grant we received covers the international prizes but the fiscal sponsorship must end in December.

I tried to document features and how to install in the README.md. If you want to use it keep in mind that it is NOT testet on Wikimedia Tool Labs and that it’s designed to be used in 3 phases: 1. (prejury) online, 2. (jury-select) online and 3. (jury-meeting) in a OFFLINE jury meeting (with online access to the tool). Don’t hesitate to contact me if you have any questions or problems setting it up.

There is indeed no competition, but there is the matter of saving time by not doing double work :)

Thank you for all your inputs, they are really helpful.
I personally think that more tools can be a good scenario to reduce risks.
A single tool can be a big risk if something happens and block it. There would be few time to develop a new one or to setup a new one.
The best scenario is to have few options (not so much) and to give a list of these options to the local communities where they can select the best solution for their context.
I have sent an email in this mailing list exactly to improve the communication and to extract from your input a good list.
Please refer to the link of Lodewijk to insert all options you have but also to indicate if your are open to offer a jury tool to other local communities.
This will avoid any *panic* at the end of the event.

Hi, regrading the jury tool I'm polishing the new admin UI, So you can either 1) Let me configure the tool by myself as I did before - give me the list of users and how do you want the rounds to be (select/reject, rated) 2) Wait a bit, I think till the weekend, to be able to configure it themselves

In parallel to that, since I find so confusing (why everybody must have called their tool « JuryTool » ? :D), I quickly made < https://commons.wikimedia.org/wiki/Commons:Jury_tools%3E. If everybody could fill out some information that would be great.
Otherwise it is quite confusing when people say « Who wants access to the Jury tool ? » − not sure everybody is talking about the same thing :)

I can give split images in portion(1), portion(2) .. portion(n) and give them to jurors so each portion will be rated by separate j jurors If j is 2 then "in selection rounds, when an image was approved (or rejected) by at least 2 jurors, don't show it to further jurors;" will become unneeded (only 2 jurors per portion anyway)
