There are three such requests, and I am going to mark each of them eligible:
Wiktionary Emilianhttps://meta.wikimedia.org/wiki/Requests_for_new_languages/Wiktionary_Emilian (egl): I would remind you that the former code for "Emilian-Romagnol (eml)" was retired and split in 2009. Wiktionary Romagnol was marked eligible in November 2017, and this project is eligible, too. Question of what to do about the current Wikipedia in Emilian-Romagnol is not directly relevant.
Wiktionary Rusynhttps://meta.wikimedia.org/wiki/Requests_for_new_languages/Wiktionary_Rusyn (rue): The Wikipedia in this language was created in 2011. The Wiktionary project's request page does outline issues that have arisen at the Wikipedia. And the Wiktionary has been pretty dormant since 2011. But there are about 25 pages there, and the Wikipedia seems to be active. So this test is eligible, and will be marked that way.
Wiktionary Assamesehttps://meta.wikimedia.org/wiki/Requests_for_new_languages/Wiktionary_Assamese (as): Project was closed and exported to Incubator in 2008 due to inactivity and spambots. There is no reason this test should not be eligible.
