The Wikipeda in the Livvi-Karelian language has been pretty active in the incubator. After noticing it, I sent a request to an expert I found: Tatyana Pashkova https://petrsu.ru/persons/486/pashkova, candidate of sciences https://en.wikipedia.org/wiki/Candidate_of_Sciences in the Petrozavodsk State University https://en.wikipedia.org/wiki/Petrozavodsk_State_University, specializing in Karelian languages. This was back in July, and today she finally replied and said that the language is indeed Livvi-Karelian (see the forwarded email conversation in Russian below).
The activity in the incubator https://tools.wmflabs.org/meta/catanalysis/index.php?cat=0&title=Wp/olo&wiki=incubatorwiki is still pretty good, with at least four contributors making dozens of contributions every month for the last year, and the translation of the most used messages https://translatewiki.net/wiki/Special:Translate?filter=%21translated&action=translate&group=core-0-mostused&language=olo is complete.
Given all this, I suggest approving it and creating the domain olo.wikipedia.org.
