This doesn't really provide anything that ISO 639-1 doesn't already in
no, nb, nn.
Utility aside, the "no" in ISO 639-1 may not be semantically identical
to "nor" in ISO 639-3. Though how "no" has actually been used by
Norwegian users is probably more relevant.
